2006 NCAA Rule Changes - Update
Stephen Bowness, the Editor of the NZGOA Rules Committee, has released an update to his annual report on the 2006 NCAA rule changes.
A recent NCAA rules bulletin has been released which alters the interpretation of the case when Team B is awarded a first down (e.g. after a punt) but a penalty occurs that awards the ball back to Team A.
