Stephen Bowness, the Editor of the NZGOA Rules Committee, has published his annual report on the latest NCAA rule changes.
This year there are 5 major rule changes and 36 editorial changes. There is a further tweak to the rules regarding eye shields and the introduction of the NFL's rule regarding the enforcement of procedure penalties concurrent with the snap on scrimmage kick plays. However, most attention has been given to three changes designed to speed up games. For the first time in many years there is a completely new rule, Rule 12, which covers Instant Replay.
The number of editorial changes is remarkably low, but many of the changes have a significant impact. However, most attention has been given to three changes designed to speed up games.
